District policies

Board policies set the rules the district operates under. They are adopted in open session, usually after a first reading at one meeting and adoption at the next, and are reviewed on a rolling schedule.

How the manual is organized

Policy series

Policies are numbered by series. A policy number stays with a topic even when the policy itself is revised.

2000Governance
Board roles, officer duties, committees, conduct and meeting procedure.
3000Administration
Public comment, records retention, public records requests and communications.
4000Facilities
Facility use, rentals, naming, park rules and special event permits.
5000Parks and grounds
Field allocation, maintenance standards and open space stewardship.
6000Recreation
Program standards, fee assistance, refunds, inclusion and volunteer screening.
7000Finance
Purchasing, contracting, investment, reserves and travel reimbursement.

Changing a policy

How policies are adopted

  1. Staff prepare a draft

    Usually prompted by a change in state law, an operational problem, or direction from the Board. Affected user groups are consulted before the draft goes forward.

  2. First reading

    The draft is presented in open session. The Board discusses it and takes public comment, but does not vote to adopt at this meeting.

  3. Revision

    Staff revise the draft to reflect board direction and public comment received, then bring it back with the changes marked.

  4. Adoption and notice

    The Board votes at a subsequent meeting. Adopted policies are published here and, where they change how residents use a facility or a service, noticed on the public notices page with an effective date.
