Evergreen CSD is an independent special district governed by five directors elected by division. The Board sets policy, adopts the budget and approves contracts; district staff carry that work out.

What a CSD is
An independent district
A community services district is a form of independent local government created to provide specific services within a defined boundary. Evergreen CSD provides parks, recreation and community facilities. It is separate from the city and the county, with its own elected board, its own budget and its own audit.
The district was formed in 1978 and now serves roughly 48,200 residents across five service areas. Directors are elected to staggered four-year terms, so no election replaces the whole board at once.
Board meetings, agendas, minutes and financial records are public. District business is conducted in open session except where state law specifically permits a closed session, such as pending litigation or real property negotiation.
