- Programming and schematic design, including workshops with user groups
- Design development and construction documents for pool mechanical, deck and building work
- Permitting support with Clearwater County Environmental Health
- Bid phase services and construction administration
- Cost estimating at schematic, design development and 100 percent construction documents
How to submit
- 01Submit one electronic copy in PDF to purchasing@evergreencsd.gov by 2:00 p.m. on the due date.
- 02Proposals are limited to 30 pages excluding resumes, the fee proposal and required forms.
- 03Fee proposals must be submitted as a separate sealed file and are not opened until technical scoring is complete.
- 04Late submissions are not accepted. The district's email server timestamp governs.

Every addendum forms part of the solicitation. Acknowledge receipt of all addenda in your submission.

- Will the district consider a proposer who has not previously designed a competition pool in California?
- Yes. The minimum qualification is three completed aquatic facility projects in the last ten years. California experience is evaluated but is not a threshold requirement.Answered September 2, 2026
- Is the existing 1992 mechanical drawing set available?
- Yes. The as-built set has been posted as an appendix to Addendum 1. The drawings are scanned and not fully legible in places; proposers should assume field verification will be required.Answered September 2, 2026
- May the fee proposal include reimbursable expenses as an allowance?
- Yes. State reimbursables as a not-to-exceed allowance separate from the fixed design fee.Answered September 2, 2026
