How do I know whether I qualify for the resident rate?
You qualify if your home is inside the district boundary, which covers the North Creek, Maple Grove, Riverbend, Oakview and Cedar Ridge service areas. Bring a utility bill or driver's license showing your address to any staffed facility, or check your address on the service area page. Residency is verified once and stays on your account.
Service areaCan I get help paying program fees?
Yes. The district's fee assistance program covers up to 75 percent of the resident rate for households that meet income guidelines, with a limit of three programs per child per year. Apply once and the discount applies to every registration for twelve months. Applications are confidential and are reviewed by one staff member.
Recreation programsWhat happens when I join a waitlist?
You are contacted in the order you joined if a space opens. You are not charged unless you accept the space. When a waitlist reaches eight people the district looks at adding a second section, which is how most of our added classes come about.
What is the refund policy for programs?
A full refund less a $10 processing fee is available up to seven days before a program starts. After that, refunds are prorated for medical reasons with documentation. If the district cancels a program, you receive a full refund with no processing fee.
How far in advance can I reserve a picnic shelter?
Residents may reserve up to twelve months in advance, non-residents up to nine months. Reservations for the following summer open on January 2 and popular Saturdays at Oakview Park are often taken within the first week.
Facility rentalsDo I need insurance to rent a facility?
A certificate of insurance naming the district as additional insured is required for rentals of Oak Hall, the Pinecrest gymnasium, the Willow Bend dining hall and sports fields. It is not required for picnic shelters or smaller meeting rooms unless your event includes alcohol, inflatables or more than 150 guests. Event insurance can usually be purchased through your homeowner's or renter's carrier.
Can we serve alcohol at a rental?
Alcohol is permitted at Oak Hall, the Willow Bend dining hall and the reservable picnic shelters with an approved facility use permit. Beer and wine service requires a licensed server; no sales are permitted without a state license. Alcohol is not permitted at the gymnasium, sports fields or any youth-oriented rental.
What happens if I cancel a reservation?
Cancel at least 30 days in advance and your deposit is refunded in full. Between 30 and 14 days, half the deposit is retained. Inside 14 days the deposit is not refunded. If the district cancels for weather or a facility problem, you receive a full refund or a reschedule at no charge.
How do I find a board agenda or a set of minutes from a past meeting?
Every meeting since 2025 has a record page with its agenda, packet and approved minutes attached. Use the meeting archive to filter by year, or search the document library by category. Records older than the archive are available by public records request.
Meeting archiveHow do I request a public record?
Submit a request by email to clerk@evergreencsd.gov, by mail, or in person at the district office. The district responds within ten calendar days as required by the California Public Records Act, either producing the record or explaining why more time is needed. Most records are provided electronically at no charge.
How do I speak at a board meeting?
Fill out a speaker card at the meeting, or simply raise your hand when the President calls for public comment. Speakers are allotted three minutes. You may comment on any agenda item when it is called, or on any district matter during the general public comment period. No advance sign-up is required.
Public commentHow do I request an accommodation for a program or a meeting?
Submit an accommodation request online, by phone at (530) 555-0145 or in person. For board meetings, requesting at least 72 hours in advance lets us arrange interpreters or materials in an alternate format. For programs, requesting two weeks ahead gives staff time to plan, but we will always do what we can on shorter notice.
AccessibilityCan I get an interpreter or translated materials?
Yes, at no cost. The district provides Spanish interpretation at major public events and can arrange interpretation in other languages, including ASL, on request. Key documents are available in Spanish, and any district document can be translated on request.
Language assistanceAre service animals allowed at district facilities?
Yes. Service animals are welcome at every district facility and program, including indoor facilities and the aquatic center deck. Staff may ask only whether the animal is required because of a disability and what task it has been trained to perform. Pets that are not service animals are limited to leashed areas outdoors and the off-leash sections at Fairview Dog Park.
What time do the parks open and close?
Most district parks are open from 6:00 a.m. to 10:00 p.m., though North Creek Park and Fairview Dog Park close at 9:00 p.m. and Cedar Ridge Trail is open sunrise to sunset. Each facility page lists its own hours, including seasonal changes.

Call the rainout line at (530) 555-0157 after 3:00 p.m. on the day in question. Closure decisions are made by 3:00 p.m. on weekdays and by 7:00 a.m. on weekends, and are also posted on the Riverbend Sports Complex facility page.

Call Parks and Facilities at (530) 555-0155 during business hours or email parks@evergreencsd.gov any time. Please include the facility name and a description of where the problem is. Safety hazards are addressed the same day; other requests are typically handled within five business days. For urgent after-hours issues, call (530) 555-0150.
What exactly is a community services district?
A community services district is an independent local government formed to provide specific services to a defined area. Evergreen CSD provides parks, recreation and community facilities. It is governed by a five-member elected Board of Directors, is funded primarily by property tax allocation and program fees, and is separate from the city and county.
About the districtHow is the district funded?
About 62 percent of operating revenue comes from the district's share of property tax, 29 percent from program and rental fees, and the remainder from grants, interest and donations. Capital projects are funded separately through the capital reserve, grants and the 2024 facilities bond. The adopted budget in the document library shows the full breakdown.
Budget and financeHow do I contact my board member?
Each director's email is listed on the Board of Directors page along with the division they represent. Correspondence to directors is a public record. To reach the whole board at once, write to the District Clerk at clerk@evergreencsd.gov and your message will be distributed.
